Duties

The incumbent serves as a senior public health technical advisor to the Country Director of the Centers for Disease Control and Prevention (CDC) Mali office. Job holder shares oversight responsibilities for the development, implementation, and monitoring of public health-related technical program activities to support the Global Health Security (GHS) Agenda and other United States Government (USG)-funded public health activities. The incumbent reports to the Country Director and is the senior technical expert and principal advisor to the Country Director, a liaison to the host government and other partners to foster a collaborative environment and ensure that CDC-funded activities are aligned with national priorities and provides advice regarding public health related programmatic internal and external procedures, as well as technical policies and guidance. The incumbent substantially contributes to the ongoing development of programs in the planning and implementation of policies affecting national public health activities. Serves as a member of the senior management team with responsibility for directing the development, implementation, and evaluation of GHS related activities in laboratory, surveillance, workforce development, and emergency response and preparedness.


The incumbent has direct supervisory responsibilities to other technical staff in the office, including Laboratory and Surveillance staff.

Qualifications and Evaluations

Requirements:

EXPERIENCE:  Five years progressively responsible senior public health experience in public health service-delivery projects within infectious diseases or related medical fields is required.


                      A minimum of one year managerial responsibility with multiple staffing reporting is required.


JOB KNOWLEDGE:  


Incumbent is expected to exercise independent, professional judgment on the quality and effectiveness of GHS and other public health programs. The incumbent’s professional judgment is used to recommend and develop strategies for optimum cooperation with the Ministry of Health, implementing partners of the USG, as well as senior level staff of other agencies that are involved in implementing GHS -related activities.

Education Requirements:

Medical degree (MD) with a specialty in infectious disease or tropical medicine; or a PhD in health education, Epidemiology or bio statistics is required. Must also hold, at a minimum, a Master’s level degree in Epidemiology.

English: Fluent in written/spoken, including the ability to translate. Able to use the language fluently and accurately, making only minor errors of pronunciation and grammar.  Able to conduct all work in French.  Almost as proficient in French as in your native language.

SKILLS AND ABILITIES


Job holder is required to have detailed knowledge of research methods and the collection, analysis and presentation of public health/epidemiologic data to plan, design, direct the implementation of and strengthen procedures for collection, analysis and dissemination of emerging disease epidemiological data. This includes knowledge of the principles, theories and practices of USG and internationally recognized standards for surveillance and survey regulations and procedures.
Detailed knowledge of the host government health care system and structures including familiarity with Ministry of Health policies, program priorities and regulations is required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required. Good working knowledge of overall administrative requirements in development and support of grants, contracts, memoranda of understanding and cooperative agreements is required.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
