Position Overview

The Project Management Specialist (Finance & Private Sector Engagement) will operate under the direct supervision of the Private Sector Team Lead. The Specialist will oversee the financial, digital, and private sector components of the USAID Mali Office of Agriculture and Economic Growth (AEG) portfolio, focusing on agriculture and economic growth. Responsibilities include project management, technical leadership, private sector engagement, and support for financial inclusion through digital finance and mobile money initiatives.

The role requires strong technical expertise, project management skills, and the ability to build strategic partnerships with stakeholders to enhance trade, investment, and agribusiness opportunities in Mali.


Key Responsibilities

Strategic & Technical Leadership (30%)

  • Design and implement finance and digital technology strategies for AEG programs.
  • Act as the Mission's focal point for mobile money and digital finance initiatives.
  • Guide partnerships with public and private stakeholders to improve agricultural transformation.
  • Ensure integration of digital tools and finance into AEG activities.
  • Promote alignment of projects with USAID’s Digital Strategy and Private Sector Engagement (PSE) Strategy.

Project Management (30%)

  • Develop concept papers, scopes of work, and project design documents.
  • Manage contracts, cooperative agreements, and field support programs.
  • Conduct monitoring and evaluation of projects and prepare detailed reports.
  • Collaborate with stakeholders to ensure projects align with USAID goals and financial best practices.

Representation & Coordination (20%)

  • Represent USAID at national, regional, and international meetings related to agriculture, finance, and private sector engagement.
  • Build and maintain relationships with partners, government officials, and other donors.
  • Provide briefings and presentations to internal and external stakeholders.

Monitoring, Evaluation & Learning (10%)

  • Develop and maintain Performance Monitoring Plans (PMPs) for AEG activities.
  • Conduct data quality assessments and site visits to track program impact.
  • Provide technical guidance for monitoring and evaluation efforts.

Soft Skills & Abilities (10%)

  • Demonstrate excellent communication, collaboration, analytical thinking, and time management skills.
  • Negotiate budgets and manage resource allocation effectively.
  • Foster leadership and maintain positive relationships with internal and external partners.


Qualifications

Education

  • Bachelor’s degree in business administration, finance, economics, or a related agricultural field is required.

Experience

  • At least 5 years of progressively responsible experience in economic growth programs, agriculture, business development, or finance.
  • Experience in program oversight, monitoring and evaluation, and private sector engagement is highly valued.

Language Proficiency

  • Fluency in French (spoken and written) and a professional level of English (Level IV).

Knowledge and Skills

  • Strong understanding of global and Malian economic trends.
  • Expertise in program management, monitoring, and evaluation.
  • Proficiency in MS Office tools and ability to prepare technical and financial reports.
  • Experience in developing partnerships with public and private sector entities.
